Premium Beverage Production Facility
19,500 square foot premium craft beverage production and distribution facility with a waste water pre-treatment system to support up to four tenants. The site is located in the Schyuler County Business Park in Watkins Glen, the heart of the New York State’s Finger Lakes Region. Construction began in May 2018 and scheduled completion is November 2018.
Hayes Strategy has teamed with Elmira Structures and Foor Architects for design and construction.

Project Services
Design Phase
Drafting RFPs
Draft and issue Request for Proposal for design, engineering and testing services. Negotiate consultant contracts
Project Coordination
Provide project coordination between consultants, government agencies, the Owner and tenants, including coordination of design to provide infrastructure for tenant equipment and program needs
Facilitate Reviews
Facilitate constructability reviews and value engineering reviews with the consultants and the Owner
Team Management
Manage the design team from planning, schematic design, design development, and construction documents. Facilitate plan review meetings with government agencies, the community, the Owner and tenants to review and confirm the design at all phases
Permitting Phase
Permit Services
Identify all authorities having jurisdiction related to the project, determine necessary permits and provide permit expediting services.
Site Plan Review
Site Plan Review through building permit and certificate of completion
Bid Phase
Prepare for Funding Requirements
Provide procurement oversight and solicit proposals in accordance with grant funding requirements
Prepare Bid Package
Prepare a bid package and contract documents for Owner review and approval
Insurance Requirements
Evaluate insurance requirements for contractors
Vendor & Contractor Selection
Assist in contractor and vendor selection and contract negotiations
Construction Phase
Oversight & Monitoring
Provide on-site oversight, daily construction monitoring. Monitor status of building inspections, testing, field investigations, etc.
Financial Success Management
Manage the financial success of the project including contractor payment applications, design invoices and amendments, and contractor change orders
Project Schedule & Meetings
Conduct construction progress meetings with architect, contractors, government agencies, Owner and tenant. Manage agendas, meeting minutes and action items. Provide updated project schedule, and collaborate with contractor on ‘2-week look ahead’ for site coordination
Team Communication
Communicate with the architect, contractor and the Owner regarding daily progress and action items associated with construction
Oversee Submittal
Oversee a timely submittal process between the architect and contractor
Maintain Copies
Maintain copies of record drawings, permits, photos, change orders, submittals, etc for submission of archive record document package to the Owner at the completion of the project
Final Acceptance & Move-In
Final Inspection
Facilitate process of final inspections and punch out in a timely manner to expedite the Certificate of Occupancy
Closeout & Move-In
Manage closeout & warranty. Manage move-in of tenant equipment, casework, staff, etc as necessary
Scope of Services throughout the project
Project Reports
Develop project reports on a recurring basis to meet the needs of the Owner including project summaries, photographs, budget updates, cost reports, schedule updates, action items, etc.
Project Schedule
Develop a Master Project Schedule and collaborate with designers and contractors throughout the project to track critical path activities and achieve milestone deadlines
Project Budget
Develop a comprehensive budget that includes hard and soft costs. Provide budget updates at each milestone of the project based on architect opinion of probable costs, contractor proposals, vendor proposals, infrastructure costs, permitting fees, etc.
